Seas given as significant wave height, which is the average
height of the highest 1/3 of the waves. Individual waves may be
more than twice the significant wave height.

.SYNOPSIS FOR WASHINGTON AND OREGON WATERS...Low pressure across
the outer Oregon waters will strengthen to storm force today as
it moves NE across the waters. The low will stall just N of the
waters tonight and then remain there through early Sun as a weak
frontal boundary develops extending S from the low across the
area. The boundary will remain stationary through Mon night while
the low drifts S across the waters. The low will gradually weaken
on Tue while moving SE of the area and inland by Tue night. High
pressure will once again build in across the waters Tue night.
